is it legal for a divorced person to remarry 9 days before the divorce is final?

Not really but once the second marriage occured, it is presumed to be valid. Since there was a divorce for the first marriage, there should not be anything left to rebut the presumption of the second one's validity.

In TN you can not legally be married to two people at the same time. If you got married before the entry of the final decree of divorce of your first marriage, I do not believe your second marriage is valid.

You may wish to gain access to the Tennessee Supreme Court case of Guzman v. Alvares, 205 S.W.3d 375 (Tenn. 2006) which I believe answers your question.
