It appears that a Complaint to Determine Paternity was filed. It appears further that the Complaint was dismissed by the Court for some reason that should be stated on the "Order of Dismissal" itself. A Motion to Vacate is basically asking the Court to reconsider having dismissed the Complaint. If the parties are represented by attorneys, there is usually no need for the parties to attend a Motion hearing. If either or both are unrepresented, then they must appear at the hearing on their own behalf to argue their position regarding the Court's dismissal of the Complaint.
