Enforcing Mediation Agreement

My fiance is going through a divorce and recently completed mediation which gave him specific visitation dates and times. They both signed the agreement and the court accepted and signed the order. However his ex refuses to give the children to him on the assigned dates and times because she doesn't want them around me. We have tried calling the police to enforce the court order but they say it is a civil matter. What can we do to get the court to enforce the order to get the children?

He must file a motion for contempt.
