We have already established paternity through the state. This was done when she was 7months old and he has known since that time and never wanted to be involved until now. What can I do to make sure he doesn't try to run off with my child. He ran away from the law while handcuffed before.

You have to get a court order giving him supervised contact with the child only. I recommend filing a petition with the court to enforce your rights. Contact my office for free consultation 727-446-7659.
In order for him to have contact with this child, he will have to file a petition for visitation. Even if he is paying child support he does not have any rights to the child until he establishes them in the court. If he took off with your child, it would be considered a kidnapping unless you gave your consent. Then there would be the matter of you filing in court to retrieve your child.
