In the event of my death
In the event of my death, I and someone have agreed that he should take custody of my youngest child. My youngest child's father is deceased, and it would be in the best interest of my child to be raised by him, she already knows and loves him, and he is a part of her life. How do I go about arranging this legally?

It is called marriage with a susequent adoption. But short of that you can nominate a guardian for your minor children in your will. The probate court will strongly consider this "request". However there are no guarantees. The court will consider the best interests of the child and this could result in some close family member (mother, father, sister, brother) being named guardian instead.
