My exboyfriend and I had to two kids together and he decided to walk out on us and leave us with nothing and I had to move out of state and now he says he's going to take them from me.. Can he do that??"

No - he will have to file a Petitio to Establish Paternity . then he can file a Petition for Visitation. Depending on how long you have been out of the state of florida will determine whether or not he can file here or will have to file in the state you are now residing. If you have established residency requirements - then Florida may not have jurisidiction over the matter.
