Legal Question in Family Law in Florida

My exhusband has not have contact with our 6 y/o daughter in the last 4 years, and he has not pay child support either. Can my new husband adopt my daughter without her father's permission?

In a step-parent adoption, you would either need the birth father's consent or a court order terminating his parental rights.
