Is this extreme parental disinterest

I have a 5 1/2 year old. His biological father does pay child support for the most part but not all the time. He has not seen or contacted us in almost 3 years. My husband is active duty USN. From Florida to MS We notified him of our move along with our current address and phone number. Still NO contact. He knows only my husband as a daddy and was scared of my ex due to lack of contact when he did see him 3 years ago. My husband wants to adopt him and make him leagally his on paper cause he is in every other way. Can this be considered a case of extreme parental disinterest. Thank you!

You should contact a local attorney for assistance. It is certainly worth pursuing since the father may not even object -- it will save him the child support.
