Are there family law attorneys that will take payment when arrears case is resolved or hold the respondent responsible for payment?

Single mom trying to collect support for 4 years. Florida to NJ, Florida is allowing my ex-husband to manipulate the system and has yet to contact NJ. He over $28000 behind in payments and also in contempt of not financially following the court order for other obligations. Beyond frustrated!
