If I the non-custodial parent of a,teenage son submitt a notary public affidivid to give up all
visitation rights can I do an agreement with new step-parent without an attorney?

Sounds like you've got a mutual agreement or consent for adoption, which cannot be done without an attorney.

Any type of adoption proceeding must not only be done with an attorney but also with the approval of the court. Frankly, the legality of a formal adoption will save you from the heartbreak of a natural parent having a change of mind and demanding the child back. You should consult with a qualified attorney to accomplish the stepparent adoption while the natural parent is willing to cooperate.
