Can you sue your husband for neglect: medically, financially, and emotionally; and for breech of contract (being the marriage certificate); and for emotional damages incurred while in the marriage of 3 1/2 years?

That is the reasoning for filing a divorce. In today's day and age, you do not allege grounds, however, like you formerly did but simply say that the marriage is irretrievably broken. It is up to the court to determine the distribution of marital assets but neither spouse generally receives damages for any of the reasons you have stated.
