Legal Question in Family Law in Florida

I have a family situation in which my mother and stepfather have decided to take my younger brother. He lived with me and my grandparents from the day he was born up until he was 3 and a half. My mother has NONE of her children, two because they don't want to be around her(me and my oldest brother), the other two because of HRS. She isn't fit to be a mother she has never taken care of her children, her husband is the same way. And he is a abusive WE HAVE PROOF. Only problem is she never reports it. How can I go about getting custody of my brother?

file an emergency Petition for Temporary Custody - state the evidence thatyou have and the information as to who had custody from the time of birth.
