If a father dosen't pay any child support ordered by the court dose he have rights to the children?

Yes, he still gets his visitation. Child support and visitation are unrelated. If he doesn't pay support, you'll have to file a motion for contempt or, if you are receiving the support through the Department of Revenue, report it to them.
