does a father have any leagle rights to child if they are not on birth certificate? does a mother have to get a peternatey test done?

A birth certificate is largely irrelevant under Florida law. To get fathers' rights, a father must file a paternity case. In a paternity case, a mother must take a DNA test. Otherwise, she does not have to take a DNA test.
