Legal Question in Family Law in Florida

Can a father petition for custody if the childs mother is not working, sleeps all day long while the 6 yr old is awake (daughter has told us that her mom doesn't even hear the phone ring and she has to wake her up and sometimes she can't even get her to wake up), plays games on the computer and tells the child that she is busy and can't play with her, feeds the child sandwiches morning, noon and night or McDonalds, lives in flith, i.e. she lets the dog poop and pee in the house and does not clean it up, and has been giving the child a bath once a week maybe and telling her to tell her dad to give her a bath when she is with us.

Can all of that be enough to have custody changed?
