Can a father in prison in the state of Florida get visitation ordered by the courts with his 8 year old daughter who was abruptly denied visitation once the mother was informed of father's upcoming marriage and can the wife petition for the visitation?

Only the father, or, better yet, his lawyer, can file the petition for paternity. Judges are extremely unlikely to order visitation at a prison, but it does happen occasionally.
