How can a father sign a birth certificate after the birth of the child and can the child have the father's last name even if he doesn't sign the birth certificate

The father can file for paternity with the court in order to have rights to see the child. However, as to the name, this is really up to the mother. I don't see the court forcing her to add the father's name to the child especially if the parents are not married.
