Father's and his family's rights

Can a mother leagally limit a father's and his family's (child's aunt and grandparents)access to a child? No custody has been established as yet and mother is very negative and abusive (past and present)toward father. The abuse is of both emotional and physical nature, including endagering the life of the father (unfortunately no charges were filed because she was pregnant at the time). Thank you.

If a parent is refusing visitation to the other parent then the issue of who the children reside with should be re-evaluated. Meaning if mother refuses visitation then maybe the children should reside with father. Father should consider filing for custody.
