Father's Parental Rights

Why does Florida law state that an unmarried father has no parental rights? Which statute is it and why is it that way?

I am not sure that it does. Not, at least, in a the blanket form of your statement. Check out Florida Statute 63.053 which sets forth what an unmarried father can do.
