Legal Question in Family Law in Florida

ok my fiance has been battling the state for custody of her kids back. her exs mom has custody and tryign to adopt and move out of state. they have only been in her care 4 months and furthermore they are paying the caseworker. they refuse to transfer the case to the county of residence that both the gaurdian and mother live in what can we do

Contact DCF. She probably had custody removed for a food reason.
