if you filed for divorce and custody and the other parent is theatening to come and get the kids from you before you go in front of a judge can they actually do that or not

No they cannot do that. Playing tug of war and using the children like that will not be tolerated by the judge.

Local court has jurisdiction due to the case being filed. If he appears and tries to take the children, report to local police he is taking the children without a court Order.

Once the case has been filed, he will need a court order to remove the children from you. However, he still has visitation rights and you should look at the Judicial Guidelines for the county you are in to see what those rights are.
