If you filed suit for the first year of college expense and won, can you file for the second year if they refuse to pay or are you collaterally estopped or res Judicata against future claims for college expenses since you file once before?

It would depend on the subject matter and the ruling in the first suit. If you only sued for the first year and there was nothing barring you from coming back for future years, then you should be okay, because this would be a new issue. If, however, you sued for all years but were only awarded one year, then your issue has already been decided.
