A legal file belongs to the lawyer who compliled it as his or her work product. The only instruments that you are entitled to get are those which you supplied to the lawyer. All notes, messages, research, and anything else prepared by the lawyer are proprietary.
Having said that, most lawyers will release the file if you have paid for the services provided. If you fail to pay, the lawyer has a right to retain his work.
