how to find a missing parent

My ex is always behind on child support. He says he is going to become a citizen of another country. Right now I think he is living in North Carolina. How do I find him when the state says that they cannot do anything.

If you have enough info about him, you can do a Web search or have somebody do it for you. Is the case one that Child Support Enforcement is involved with? If you get an answer that they say they can't do anything about back child support, there are multiple tools. Freeze his tax refund; suspend his driver's license. Can't do anything, BAH! Humbug!
