A fl women who bore a child out of wedlock,decides 17 yrs later to demand child support and back child support from the alleged father who is not on the birth certificate and has had no contact with them in the 17 yrs,if he is deemed the father through paternity test,is he liable for back support.she lives in fl and he lives in ny

If he is determined to be the biological father, he is responsible for the support of the child (including back child support). Although it seems a little unfair for the alleged father, the court will use the "best interest of the child" standard and that will result in a judge determining that the child has the right to support from both parents (from birth). The father will need to retain a Florida licensed attorney unless he intends to represent himself.
