Legal Question in Family Law in Florida

I am in Florida. I am trying to find out how to go about petitioning the court to be permitted to move out of state with my daughter. My ex-husband has never paid child support, has an order of delinquency, has no car, no job, and no place of his own. He moves from place to place. My daughter doesn't have her own room, and sometimes doesn't have her own bed. Is there anything I can do to be able to move?
