Legal Question in Family Law in Florida

I would be forever grateful if anyone could help me out! I live in FL and I am wanting to change my daughter's last name to my own. Her father is absent, not on her birth certificate, and not a legal guardian. I do have a child support case against him but he has repeatedly failed to show up for genetic testing. Am I required to notify him of the name change request? (and if so, how would I since he lives in Vermont)

If he is not on the Birth Certificate, not a Guardian of the child why do you think he has any rights at all? Filing a Paternity Case against him does not bestow rights unless or until a court says he is Dad.
