Legal Question in Family Law in Florida

A friend has been divorced 4 yrs now.The property was divided 50/50 like it was suppose to be. The ex isn't abiding by the final judgment.Ex has been in court for contempt 15xs,why have a contempt clause if you can't get what was agreed upon.What can be done?Isn't there any kind of punishment for this??Thank you so much for any answer..

Get a lawyer. Whatever you friend is filing is not sufficient enough of contempt to force compliance.
