Legal Question in Family Law in Florida

I have a friend who is an unmarried father. he has been threatened by the mother of the child to stay in his situation or risk losing his daughter. He wants to gain custody of his daughter but does not know how. Mother has already had 3 other children removed from her custody and is behind on child support for them. My friend has tried to gain custody before and was to by child services to return child back to the mother even though the child was not being cared for. how can he get custody of his daughter without having to stay in an unhealthy situation?
