Legal Question in Family Law in Florida

My friend is 17 and was seeing a 39 year old. Her parents found out and decided they weren't going to press charges even though they had multitudes of evidence. She's not going to see him anymore until she's 18. If her parents disagree with them seeing even when she's 18 can they decide to press charges against him still?
