frozen bank acct.

child soupport says i owe26 thousand since 2001 i field modification in 2006 but havent herd anything i field a motion to realease my acct can i get modification at this time im on ssd since 2004 kids 20-22

In 2001, the children were 13 and 15 yrs old respectively. What did they live on then?
