gaurdianship

our fater past away a few months back. i was care taker for him and my minor brother(14). i have raised my brother since he was about two. his mother has had no contact for nine yaers. she is more that willing to sign over her rights. and give me complete custody. we had anote notrized giving me temopary custody. but she wants it to be formal and over. how and where to start?

You must file the appropiate papers with the Circuit Court.
