Legal Question in Family Law in Florida

I gave my sister temp custody of my children in FL while I went to NY for what was supposed to be a temporary trip. I met my fiance in NY and plan to move here permanently. There is no established custody of the children between myself or their mother. Can I bring the kids to NY then file for custody or must I file in Fl before moving them? What are the rules for moving children across state lines if there is no established custody? (Also, the mother has been deemed "unfit" by the state of FL to have the children live with her, that is why my sister has them.)
