How can I do this? Give up parental custody, rights two teenage boys that are on the wrong track.

You probably can't unless the other parent is married and the other parent's spouse is willing to adopt.
You brought these boys into the world, now you have to deal with them. Find a private boot camp or some other program that will get them straightened out. The programs aren't cheap, but it's something you need to pay for, not the taxpayers of Florida.
