Grandchild Adoption

We have had custody of our 4 year Grandson for most of his like. We live in Tennessee and his parents live in Florida. His parents have agreed to allow us to adopt him and have signed the necessary adoption papers in Florida for us to proceed. A question has now come up whether the adoption needs to be done in a Florida court or a Tennessee court since our grandson has resided with us in Tennessee for the past three years. We have received conflicting information from different attorneys.

The first bit of information needed to answer this question is whether there is a custody order and if so, in what state. In addition, the contents of that order may be important.
