Can a grandparent take a grandchild over state lines with ou tthe permission of both parents in a divorce situation

If papers have been filed in a court house - NO!. You should ask permission. If you do so without permission of the parents you run the risk of kidnapping charges. I suggest you don't do it witout WRITTEN AND NOTARIZED permission.
