Grandparents for custody

My stepsister left her two kids with my parents to go and marry some guy in another state whom she met online. Can my parents have custody, is this enough basis for them to file for custody? The father who lives in another state agrees to giving them custody while he tries to do a job transfer from the US Post office.

It is difficult to answer without knowing why she "left" her kids with their grandparents. Was the arrangement to be temporary custody or something else.

It also appears that the children's father has a temporary tag to his agreement.

Be nice for the children to have two loving parents and two loving grandparents. There is more to this story I am sure. If they want the Court to be involved, then they can go to Court and file for custody.
