what are grandparents rights

do foster parents have legal grandparent rights? what are grandparents rights to a newborn child?

I'm not sure I understand the first part of your question. Foster parents have very few rights. "Foster grandparents" don't really have any (if you mean the foster parents' parents). Biological and adoptive grandparents have a few more but not as many as biological and adoptive parents do.
