how can i obtain guardianship of my grandchild sience he is living with me sience he was born

I need more information to answer this question. It is my advice, however, that you have guardianship, power of attorney or that you adopt your grandson if he is in your care and you are making decisions (legal, medical, educational) for him. My office handles these matters, feel free to call.
