Help with guardianship of sisters kids..

I have a sister who kids were taken out of her home by the dept. of childeren and family service. All three kids were place with one of the kids aunt. We have been trying to get them back for almost 2 years now. We have tried to get answers to what is going on with the case to no avail. We just found out that they were placed as permanant guardianship,with the one child aunt. She was given a D.A. to work with but before the case could get going, he was taken off the case, because they said it was closed. She also still have her parental rights.My question is, is there a way to have the case reopened? Also, since I am the aunt of all three kids living in the same state, would I be able to petition the court for guardianship, if they were already placed. I live in the same state but different city.

The mother of the children can file a Motion to Repoen the case. Whether she would be able to have the children returned to her depends on whether she has resolved the issues which resulted in the children being removed by DCF. If the children are in a Guardianship you would need to convince a court to dissolve the existing guardianship before you could be appointed Guardian.
