Legal Question in Family Law in Florida

I want to get guardianship over my 5 yr old great niece and the baby her mother will have in May. What do I need to do to make this happen as soon as possible? She is on probation, goes to a meth clinic daily and is being investigated in the drug overdose death of her boyfriend, the father of the baby not born. I do not know the 5 yr olds father at all. The mother would not tell us, which really bothers me. Child Protect Services is involved, but I don't know the status as my sister and niece only tell me part of the truth. They live in Florida and I live in Maryland. I want to get her out of there before CPS takes her and puts here in foster care.

Petition the court for guardianship and have her consent to the guardianship.
