my husband wants to adpot my little girl

the real father has not had nothing to do with his child sence we broke up dont pay child support like abandon her my husband wants to adope her so how do we do it were he dont have to sing papers he done said thet he would not do that the real father that is .

You'll almost certainly need a lawyer to do this. It's called a step-parent adoption and, since the biological father won't sign off on it, you'll have to attempt to terminate his parental rights. That's a difficult lawsuit, and may not be possible, depending on the circumstances.
