Legal Question in Family Law in Florida

My ex husband and I have a court order in place which specifies he pay a set amount of child support every Friday. It was not run the the dept of revenue,he was just ordered to pay. He has missed 5 payments and has put in writing that because his and our Childrens health insurance premiums have gone up that he will be deducting that from my child support . and when he does pay it's on his schedule or whenever he feels like i
