Legal Question in Family Law in Florida

My husband has a divorce decree and parenting plan filed in 2008 by the court in Jefferson County, Colorado. He has been living in Florida since 2005. His ex-wife told him that he did not have to be present and the hearing in Colorado so he was a no show at court. She and her lawyer drew up a ridiculous parenting plan that makes in incredibly difficult for my husband to see his son. The parenting plan states that his ex-wife must get permission from the court in Colorado before relocating to another state with their son. My husband found out that his wife moved with her boyfriend and their son to Arizona about 6 months ago after they had already moved there. She did not get permission from the court like it states in their parenting plan. Is this a crime? If she technically didn't have permission from the court and she took his son to live in Colorado without notifying my husband, isn't that a form of parental kidnapping?
