This is a question in reverse. IF the mother would like to terminate the rights of the father, she certainly may ask the court to do so with the consent of the father. However, if she has not asked him to do this, I suspect she is asking for child support from the father, then he is obligated to pay it. If she agrees to allow him to terminate his rights, then there is a Petition to Terminate Parental Rights that can be filed.
