My husband and I were married in May 2012 and we would like to move forward with adopting my twin girls. Their bio father has missed multiple court dates and had multiple warrants. He has been in contempt and jailed for non payment of child support. He has not seen my daughters since May 2011 because he keeps failing to do the court required MHE and SAE and BIP. We are currently in domestic violence court for an injunction in May 2010 (indefinite). Our divorce was final Sept 2011 and states that visitation will be at a visitation center, however that has never happened because he never registered there and still has been withheld visitation in domestic court. He was recently arrested for burglary of an occup dwelling. He has refused the first set of step parent adp papers. What are my chances for a successful TPR/Step parent adoption?

I am handling a similar case now. Sound like you have a strong case for TPR based upon abandonment. As this is a complicated area of law, you should retain an attorney.
If he will not consent then you have to file a case for termination of rights and adoption. I agree you have a strong case.
