If my husband moves out of our home can I leagally chnage the locks. We are both on the mortgage

No, his name is on the deed as well. However, if there is a safety issue, then perhaps. I suggest you file a Petition for Temporary Needs so that the house and funishings are yours until a final hearing. You can also ask for support during that hearing.
