If he won't sign, you have to file a contested divorce and have him served. If (when?) he doesn't respond, you file for a default against him and set your case for final hearing, just as you would in a simplified or uncontested divorce. Unless he is a complete jerk and starts fighting you on everything (and remember that the issue of getting a divorce can't be fought, just issues of assets, debts and children), your case should take much longer as a contested divorce than it would as an uncontested or simplified divorce.
