Legal Question in Family Law in Florida

Ex husband signed divorce papers stating "husband does not object to the relocation of the children with ex wife." He was under the impression that she would still have to adhere to the Florida Relocation Statutes requirements. She moved the kids out of state without telling the father and without following any of the state statute requirements. Since he signed the divorce papers, that included the no objection to relocation, does he still have a chance of winning the case?
