My husband and I have had temp custody by an extended family of our granddaughter since 2005. We also have a mediation agreement since 2008 letting the father and mother have shared custody. We know drugs are back in both mother and father but can't prove it. We are concerned with our granddaughter riding in vehicles with either one of them. Do we have the final say or does the mediation agreement supersede our temporary custody?

It depends on how you came to have "temporary custody." Was it ordered by DCF or a judge? If the order is by DCF and they haven't changed it, you still have custody, so you have final say.
If it was ordered by a judge, then has the judge changed anything? Did you sign off on the mediation? You shold speak with a lawyer and show the lawyer all the paperwork. These types of cases are very complicated. You may be able to force the parents to submit to drug testing. Hair tests can show the presence of drugs for several months.
